通过公平获得检测、治疗和疫苗终结疫情

Excellencies,ladiesandgentlemen,

Wemeetatatimewhenourworldischallengedonallfronts.
我们在世界面临全方位挑战的时候举行此次会议。
Mostofthosechallenges—particularlyrisingpovertyandinequalities—havebeenaggravatedbyapandemicthatcontinuestoupendlives,livelihoodsandeconomies.
其中大多数挑战——特别是日益加剧的贫困和不平等——都因新冠大流行持续扰乱生活、生计和经济而有所升级。
ThisisthethirdUNGeneralAssemblytakingplaceundertheshadowofCOVID-19.

Despitetheheroiceffortsoffrontlinehealthworkers,healthsystemsaroundtheworldwerewoefullyunpreparedforthedevastationofthisvirus.

Andwhilenocountrywasspared,lowandevenmiddle-incomecountriescontinuetosuffertheworstimpacts.

Weareseeingrisingvaccinationcoverageinallcountries—particularlyamonghigh-riskpopulations.

Onlyten,mostlythosefacinghumanitarianemergencies,remainbelow10percentvaccinecoverage.

Onaverage,countrieshavevaccinated75percentoftheirhealthcareworkersandotherpopulations.

AndcountriesareincreasinglyintegratingCOVID-19measuresintoroutinehealthservicesandprogrammes.

Ifwecouldcombinethesetoolswithgreaterambitionamongworldleaders,wecouldendthepandemicthisyear.

Butthatrequiresclosingthreemajorgaps.
但这需要缩小三个主要差距。
First,wemustclosetheboostergap.

Vaccineboostercoverageremainsloweverywhere.
各地的疫苗加强覆盖率仍然很低。
Butlow-incomecountries,inparticular,arestillstruggling—withonly35percentofhealthcareworkers,and31percentofolderpopulations,fullyvaccinatedandboosted.

Ourtopprioritycontinuestobegettingvaccinesintoarms.

Second—wemustclosethetestinggap.

Givingthesenewmedicinesachancemeansdramaticallyexpandingtestingandtreatmentcoverage,especiallyforlowandmiddle-incomecountries.

Andthird—wemustclosethepreparednessgap.

Nowisthetimetostrengthenourdefenceagainstfuturethreatsbyinvestinginearlywarningsystems,localmanufacturinganddiagnosticcapabilities,andawell-paid,well-suppliedhealthworkforce.
现在是时候通过投资早期预警系统、本土层面的医药生产能力和诊断能力来加强对未来公共卫生威胁的防范。同时，还要为医疗队伍提供更好的待遇，配备更好的设施。
Wemustneverbecaughtsounpreparedagain.
